“The Tekelec Policy Server is very threatening in the policy control segment of the telecommunications industry. The Tekelec Policy Server, which is in conformance with the Policy and Charging Rules Function (PCRF) of Release 7 through 10 of the 3GPP specification, is at or near the top of the competitive landscape in multiple buying criteria, including performance, deployments (both quantity and industry profile), features, and flexibility, as well as interoperability with third-party policy and charging ecosystem components.”
Director of Product Management Jason Emery discusses 3G use cases for Diameter routing in his latest “Reality Check” column for RCR Wireless, including offline charging proxy and policy server load distribution and session binding. Excerpt:
“The 3GPP specifies the Rf Diameter interface for offline charging. In the 3GPP model, the charging trigger, which can reside in a number of network elements including gateway GPRS support nodes (GGSNs) and signaling gateways (SGs), is directly connected to offline charging systems (OFCSs). In real networks, there may be many SGSNs, SGs and OFCSs. As the network grows, the mesh-like architecture created by the direct connections between the elements becomes more unreliable and increasingly difficult to manage.
Without a centralized Diameter routing infrastructure, the SGSNs and SGs must support load distribution and failover for Diameter messages toward the charging servers. Operators must also independently test the same failover models on each client type added to the network, a costly approach that delays time to market.”

On Tuesday, it was announced that TIM Brasil, a tier-one mobile operator with more than 55 million subscribers, has extended its deal with Tekelec to manage and monetize users’ mobile data traffic. Tekelec’s Policy Server, a policy and charging rules function (PCRF), and its Subscriber Data Management (SDM) product will help TIM Brasil offer new prepaid and postpaid tariff plans for smartphone, tablet and netbook users. TIM Brasil’s marketing and network teams will be able to create new tiers and promotions designed to grow market share and revenue, and to better control network usage to lower capex and opex.
